It would be possible to concede that Libya responded to force, but
not to force alone. The War in Iraq was not just about force. It was
about wanton disregard of International Law by the super powers who
demonstrated a willingness to do whatever is necessary to maintain and
broaden control of world power and resources even if it meant trashing
the rule of law established over many years. When the rule of law and
diplomacy is gone, only the rule of force is paramount. When the
superpowers become rogue nations among the community of nations, other
means of defense become necessary.
Gadhafi had been
pursuing better relations with the west for years - turning over two
intelligence agents for trial in the 1988 Lockerbie bombing, agreeing
to a settlement with families of the Lockerbie victims, and
intervening in hostage crises in the
Philippines.
They also note that with more than 100,000 American troops on duty in
Iraq,
thousands pursuing Taliban remnants in
Afghanistan
and still others in
South
Korea
ready for trouble with
North
Korea,
the
United
States
posed little threat to
Libya.

Declaring the nuclear arms race "crazy," Libyan leader Moammar Gadhafi
said Saturday that
Libya
abandoned its quest for weapons of mass destruction because it exposed
the country to "danger" and was no longer needed.
He urged
other nations with nuclear capabilities to renounce their programs, too.
"Any
national state that will adopt this policy cannot protect itself. On the
contrary, it exposes itself to danger," Gadhafi told African leaders at
the end of a two-day summit on water, agriculture and defense issues.
He said
Libya
had decided to follow the example set by
South
Africa,
which declared in the late 1990s that it would not use its nuclear
know-how to make weapons, so that "Africa
will be free of weapons of mass destruction."

father was also motivated by fear that

is irrelevant."
International reaction to Bush's rapprochement with Gadhafi was
overwhelmingly positive Saturday. Arab nations suggested that
Libya's
willingness to give up its weapons programs should increase pressure on
Israel
to do the same.
Israel
is believed to have nuclear weapons, although it has never publicly
admitted it.
"The
Libyan position confirms the importance of pressuring
Israel
to comply with all laws banning nuclear proliferation," Amr Moussa, the
head of the Arab League, said in a statement issued in
Egypt.
"It is not logical to make an exception or to be tolerant of
Israel
on this issue."

Gadhafi's son also revealed in the interview that the negotiations with
the
U.S.
and
Britain
over the issue of weapons of mass destruction were concluded before the
war began in
Iraq
in April 2003. This is in direct contradiction to the assessments that
an agreement was only reached at the end of 2003.

region followed his example, pressure would grow on
Israel
to follow suit.
Following
Iran's
declaration, and possibly knowing that a Libyan deal was in the works,
Director General of the International Atomic Energy Agency (IAEA)
Mohammed El Baradei called on
Israel
in December to give up its nuclear weapons as part of a regional peace
agreement.
Mr. El
Baradei suggested
Israel
was fueling a WMD race in the
Middle
East.
He said he feared a situation in which "there will be continued
incentive for the region's countries to develop weapons of mass
destruction to match the Israeli arsenal."
Arab
League chief Amr Moussa sounded a similar note, saying that
Israel's
possession of WMDs would "perhaps" lead other countries in the region to
try "to protect themselves against such weapons."
