It is important to show the location of Chapter 3 to make sure we are talking about the same thing, and not acting presumptuously. And here is the text page in full.
Notice and verify that Subtitle A only has six chapters, two of which are repealed, leaving only four chapters, and only one of which deals with withholding, which is Chapter 3 shown above. Please also note how the language of that title of Chapter 3 matches the title-text language of the three formerly studies sections Title 26 USC Subtitle A, Chapter 3, Subchapter A, Sections 1441, 1442 and 1443, (foreign persons and entities). Do you see anywhere in the title of Chapter 3, ANY words that call for the withholding on the pay of American Citizens and American Nationals, who are working in a common law job of right in one of the 50 states of the union of states known as the United States of America? How about anywhere else in this Subtitle A title? Wouldn’t this be the proper place to put it, if it existed? …. (like in one of those repealed chapters 4 or 5?). Let’s move on.
