New light bulb efficiency standards will begin phasing in on Jan. 1 despite intense opposition from conservatives, who have blasted the rules as a textbook unnecessary federal regulation.
While Republicans secured inclusion of a measure blocking funding for enforcement of the standards in a year-end spending bill, energy efficiency groups say the provision will have little practical impact. The Energy Department rules will nonetheless go into effect at the start of 2012.

Congressional negotiators struck a deal Thursday that overturns the new rules that were to have banned sales of traditional incandescent light bulbs beginning next year.
That agreement is tucked inside the massive 1,200-page spending bill that funds the government through the rest of this fiscal year, and which both houses of Congress will vote on Friday. Mr. Obama is expected to sign the bill, which heads off a looming government shutdown.

In accordance with the Montreal protocols adopted during the Bush administration, products that emit chlorofluorocarbons (CFCs), which include PM inhalers, are an alleged threat to the ozone layer, and are thus being withdrawn from use.

The States can ignore the federal government when it acts against the Constitution; with enough People supporting the States in this action, the federal government loses power.

Despite the old saying, "Don't cry over spilled milk," the Environmental Protection Agency is doing just that.
We all understand why the Environmental Protection Agency was given the power to issue regulations to guard against oil spills, such as that of the Exxon Valdez in Alaska or the more recent BP oil spill in the Gulf of Mexico. But not everyone understands that any power given to any bureaucracy for any purpose can be stretched far beyond that purpose.
In a classic example of this process, the EPA has decided that, since milk contains oil, it has the authority to force farmers to comply with new regulations to file "emergency management" plans to show how they will cope with spilled milk, how farmers will train "first responders" and build "containment facilities" if there is a flood of spilled milk.

It used to be called the CLEAR (Consolidated Land, Energy, and Aquatic Resources) Act of 2010, but Mr. Reid pulled a legislative trick and substituted the CLEAR Act for a completely unrelated, bill S. 303, and now calls it the “America’s Great Outdoors Bill of 2010.”

As a result of Senator Harry Reids back-alley tactics, both the Food Safety Bill and the Omnibus Public land and water bills are headed for passage by the entire Congress. The Food Safety Bill was passed by unanimous consent as a substitute for an already passed House bill. The Omnibus Public Lands and Water bill is headed for passage as “America’s Great Outdoors Act” also as a substitute.
The public lands bill was furtively put into action on the floor of the Senate by Reid late Sunday evening near the end of an unusual Sunday session designed for debate on the Arms treaty. The Bill which pundits said could not and would not be considered in the lame duck session could be voted on this week, or even the week after Christmas. Reid has threatened that the Senate will stay in session until January 5, 2011 if necessary to get this package and others passed.

“This action reflects the growing importance of the 27-million acre National Landscape Conservation System to local economies, to the health of communities, and to the conservation of some of America’s greatest landscapes,” Salazar said at the National Landscape Conservation System Summit in Las Vegas. “The BLM plays a special role in protecting America’s great outdoors for the benefit of all Americans – for it is the national conservation lands that contain the forests and canyons that families love to explore, the
backcountry where children learn to hunt and fish, and the places that tell the story of our history and our cultures. Eventually we fully anticipate that the program will also target such wholesome activities as screening for precious metal holdings, monthly minimum usage of available revolving credit (and a minimum threshold thereto) and the susceptibility of an individual to stay current on one's mortgage. Additionally, the president will establish yet another Advisory Group, composed of "experts" picked from the public health field, and one which tracks the successful uptake by the US population of the precepts for a better functioning society that the president deems important. Cosmo culture has just been adopted by the White House, where Big Brother is now in the business of counting calories, and soon, your bars of gold.
